Mrs Gazeba Jacobs, who has sold flowers in or near the City centre for 60 years, was able to produce heer permit to sell proteas when Nature Conservation Officer Mr John Samuels (left) and trainee inspector Mr Peter Walker visited the Adderley Street flower arcade.
