A People's Liberation Army of Namibia (PLAN) combatant tortured for information by Koevoet is handed over to the International Committee for the Red Cross (ICRC) for repatriation back to Angola. Koevoet is the common name of the South West African Police Counter-Insurgency Unit (SWAPOL-COIN).
